e-Management CEO Testifies Before Congress About Small Business Incentives

e-Management Founder & CEO Ola Sage testified earlier today before the U.S. House of Representatives Committee on Small Business. The goals of the hearing were to explore how the government can foster and promote information sharing with small businesses, and to provide “timely assistance and resources” when a small business experiences a cyber-attack. Ms. Sage, who is also co-founder and CEO of CyberRx, told lawmakers that many small and medium-sized businesses (SMBs) are still unaware of the Cybersecurity Information Sharing Act of 2015 (CISA), or how it helps them. “There is still an opportunity for the Department of Homeland Security (DHS), and the government in general, to increase the visibility of the law through its existing outreach and awareness programs to the SMB community through, for example, DHS’ Stakeholder Engagement and Cyber Infrastructure Resilience (SECIR) initiatives, U.S. Small Business Administration (SBA) programs, or by working with Chambers of Commerce, small business associations, and trade groups,” she explained.

Ms. Sage recommended the government offer SMBs special incentives to encourage better information sharing and cyber-threat reporting with the government. The government, for instance, could offer tax incentives; expand CISA safeguards to protect SMBs from potential liability in the event of a data breach or cyber-attack; include use of the Cybersecurity Framework and participation in a public or private information sharing program as a selection criterion for government procurements; or recognize SMBs that commit to cybersecurity information sharing. In addition, Ms. Sage proposed simplifying the entry point for cyber-threat reporting for SMBs.
